EIOPA издаде Насоките относно сигурността и управлението на информационните и комуникационни технологии


Европейският орган за застраховане и професионално пенсионно осигуряване (EIOPA) издаде Насоките относно сигурността и управлението на информационните и комуникационни технологии (ICT) на 12 октомври 2020 г.
Насоките представляват наръчник за националните надзорни органи и пазарните участници относно прилагането на правилата за оперативните рискове, установени в Директива 2009/138/EC и в Делегиран регламент на Комисията 2015/35 във връзка със сигурността и управлението на информационните и комуникационни технологии (ICT). Също така се вземат под внимание и Насоките на EIOPA относно системата за управление.
Целта на насоките е насърчаване и повишаване на оперативната устойчивост на дигиталните операции, извършвани от застрахователните и презастрахователните дружества, с оглед рисковете, с които се сблъскват. Устойчивостта на оперативните системи е от ключово значение за защита на дигиталните активи на застрахователните и презастрахователни дружества, включително и на данните на притежателите на полици и ползващите се лица. Насоките дават разяснения и внасят яснота относно минималната информация, която пазарните участници предоставят с цел създаване на възможности за киберсигурност. Насърчават сближаването на надзорните практики, свързани с очакванията и процедурите, приложими във връзка със сигурността и управлението на информационните и комуникационните технологии като ключ за правилното управление на рисковете в сферата на сигурността.
В периода декември 2019 г. –  март 2020 г. EIOPA проведе обсъждане на насоките и взе под внимание мненията на участниците.
Настоящите насоки бяха разработени съгласно чл.16 от Регламент (EU) 1094/2010, съгласно който EIOPA може да издава насоки и препоръки, отправени до компетентните  органи и финансовите институции, с цел налагането на последователни, ефикасни и ефективни надзорни практики и осигуряването на общо, еднакво и последователно прилагане на правото на Съюза.
Съгласно чл.16, ал.3 от този регламент, от компетентните органи и финансовите институции се изисква полагането на всички възможни усилия, с цел постигането на съответствие с тези насоки и препоръки.
Очаква се националните надзорни органи да започнат да прилагат настоящите насоки от 1 юли 2021.

EIOPA започва публична консултация относно втория пакет от проектите за технически стандарти за изпълнение (ITS) и насоки по режима Платежоспособност 2 (Solvency II)

Европейският орган за застраховане и професионално пенсионно осигуряване (EIOPA) навлиза в последния етап от прилагането на режима Платежоспособност 2. Подготовката на Стандартите се изисква от законодателството на ЕС и цели да определи формуляри, образци и процедури за конкретни области на режима. Насоките на EIOPA осигуряват общо, универсално и последователно прилагане на режима и отразяват пруденциалния избор на органа да обърне внимание на главните цели на Платежоспособност 2, като например риск-базираните изисквания за капитала, отчетност и разкриване на информация.

Пакетът Технически стандарти и Насоки покриват различни области от трите „стълба” на Платежоспособност 2. По отношение на третия стълб, пакетът съдържа комплекта с документи по отчитане, който от първото си публикуване  през юли 2012г. е бил актуализиран в съответствие с Директивата Omnibus II и мерките по прилагане на режима Платежоспособност 2.

Публичната консултация ще приключи на 2 март 2015г. Моля, имайте предвид, че коментарите, подадени след крайния срок или тези, които не са подадени съгласно предоставения шаблон, не могат да бъдат обработени.

EIOPA launches consultation on Good Practices for Disclosure and Selling of Variable Annuities

The European Insurance and Occupational Pensions Authority (EIOPA) published its “Draft Report on Good Practices for Disclosure and Selling of Variable Annuities”  today and launched a public consultation.

This report summarises the findings of EIOPA’s Committee on Consumer Protection and Financial Innovation with the goal to establish good disclosure and selling practices for variable annuities.

Today, EIOPA invites market participants and consumers to participate in a consultation on consumer-related issues. EIOPA welcomes comments from all interested parties on the “Draft Report on Good Practices for Disclosure and Selling of Variable Annuities”.  Currently, EIOPA is seeking input on two sets of questions relating to disclosures and selling practices. These questions and the Draft Report can be accessed via our web site.

EIOPA’s chairman Gabriel Bernardino commented: “This is EIOPA’s first consultation in the area of consumer protection and of great significance to us. First of all, it links  our work in consumer protection with financial innovation. Secondly, even though the analysis that underlies the report has a product specific focus, the result of this consultation will certainly shape our view on how to deal with disclosures and selling arrangements for insurance contracts with an investment element.”

This consultation will start on Thursday 27 October, 2011 and end on 3 January 2012 at 18.00 HRS CET. Comments should be submitted via email to CP-007@eiopa.europa.eu. Please note that comments submitted after the deadline or not submitted on the provided template in Word cannot be processed.

Draft Ordinance for amendments of Ordinance N 6 for the capital adequacy and liquidity of the investment intermediaries approved


The Commission approved a draft Ordinance for amendments of Ordinance N 6 for the capital adequacy and the  liquidity of the investment intermediaries.
The amendments are further step in the process of harmonization of  the Bulgarian legislation with the European one, and are related to the requirements for formation of the own capital of the investment intermediaries.

 

Diana Yordanova, Deputy Chairperson of the Financial Supervision Commission, Head of the Insurance Supervision Department, was an official guest at the 10th anniversary edition of the 2021 Young Auditor National Competition

The official ceremony of awarding the winners in the 10th edition of the National Audit Competition for Students “Young Auditor” 2021 took place on 9 June 2021 in the hall of the Higher School of Insurance and Finance (VUZF).

The aim of the competition is to promote the audit profession among young people in Bulgaria, as well as to emphasize the role of audit in the business community and society as a whole.

The ceremony was opened by the Rector of VUZF Assoc. Prof. Dr. Grigory Vazov, who thanked the organizers and partners of the competition for the perseverance and energy with which they have been holding this event for 10 years. “Without auditors, public and corporate life in Bulgaria and in the world is impossible. These are some of the most important and qualified people, and to become an auditor is a difficult endeavour that requires a lot of courage and effort, so I congratulate all students who have set out on this path,” said in his address the rector of VUZF Assoc. Prof. Vazov.

On behalf of the Chairman of the Financial Supervision Commission, Mr. Boyko Atanasov, a greeting was given by Ms. Diana Yordanova, Deputy Chairperson of the FSC, Head of the Social Insurance Supervision Department. They congratulated the entire organizing committee of the competition on the occasion of the 10th anniversary. In addition, they wished the organizing committee to continue to create traditions in education, “because this is one of the highest missions, thanks to which students open the door to themselves and others in intellectual and spiritual terms in the process of becoming full-fledged people and individuals. Education is more than learning, education is the attitude, the relationship with the world. It is gained through the acquisition of knowledge and values, with the help of which we interpret the world.”

Welcoming speeches for the jubilee edition of the competition included Mrs. Veronika Revalska, Manager of HLB Bulgaria, Mr. Tsvetan Tsvetkov, Chairperson of the National Audit Office of the Republic of Bulgaria, His Excellency Archimandrite Pahomiy, Rector of Sofia Theological Seminary „St. Ivan Rilski”.

The first place in the Young Auditor competition in 2021 was awarded to Artur Torosyan, a student at VUZF. He received a cash prize of BGN 2,000, provided by the auditing companies HLB Bulgaria and Zaharinova Nexia, for financing higher education in Bulgaria and the opportunity for a one-month internship in one of the audit companies organizing the competition. . The award was presented by Ms. Menda Stoyanova, Member of Parliament and Chairperson of the Committee on Budget and Finance in the 44th National Assembly.

The second place in the competition went to Gabriela Ivanova, a student at VUZF. She received a scholarship of BGN 1,000, provided by the Commission for Public Oversight of Registered Auditors, for higher education in the country and the opportunity for a one-month internship in the audit companies HLB Bulgaria or Zaharinova Nexia. The award was presented by Prof. Dr. Ognyan Simeonov, Chairperson of CPORA.

The third place went to Aleksandar Shargov from Moldova, a student at UNWE. He won a scholarship of BGN 500, provided by the Institute of Certified Public Accountants, for higher education in Bulgaria and also the opportunity for a one-month internship in one of the two audit companies. His award was presented by Mr. Boyko Kostov, Chairperson of ICPA.

The three winners also received special plaques.

At the ceremony 2 special prizes were awarded for participants with the most original ideas in solving cases. Elena Tarakova from UNWE won an annual scholarship in the amount of 15% of the tuition fee for the specialties in the master’s degree at VUZF. Her award was presented by the Rector of VUZF Assoc. Prof. Dr. Grigory Vazov. The second special award was presented to Damyana Yaneva, University of Economics – Varna by Mr. Tsvetan Tsvetkov, Chairperson of the National Audit Office.

A special greeting to the participants in the competition was given by the finalist and winner of the first edition of the Young Auditor Competition 2012 – Dr. Kiril Bashikarov, a graduate of VUZF, who 10 years later is a member of the faculty of the university. He congratulated the winners and participants in this year’s edition of the competition, emphasizing that his participation in this competition has boosted his professional development and career in one of the largest audit companies.

The organizers of the competition are VUZF and the auditing companies HLB Bulgaria and Zaharinova Nexia. The main partners of the competition are the National Audit Office of the Republic of Bulgaria, the Commission for Public Oversight of Registered Auditors (CPORA) and the Institute of Certified Public Accountants in Bulgaria (ICPA).

This year more than 80 students from 9 universities in the country took part in the competition, including the Higher School of Insurance and Finance (VUZF), Sofia University “St. Kliment Ohridski”, University of National and World Economy (UNWE), Academy of Economics “D. A. Tsenov ”- Svishtov, University of Economics – Varna, Southwestern University “Neofit Rilski”, University of Plovdiv “Paisii Hilendarski”, VFU “Chernorizets Hrabar ”, Academy of Economic Research – Bucharest.

Forty competitors managed to reach the second stage, taking a test. Those who passed the test with more than 50% correct answers were admitted to the third stage – solving a case.

Denitsa Velichkova, Deputy Chair of the Financial Supervision Commission (FSC) in charge of the Investment Supervision Division, participated in the twelfth “Ring the Bell for Gender Equality” ceremony, organized with the support of the United Nations Global Compact and UN Women under the auspices of the United Nations. This year’s campaign message was “Right. Equality. Empowerment. For all women and girls.” The event took place at the premises of the Bulgarian Stock Exchange.

The ceremony was opened by the Chief Executive Officer of the Bulgarian Stock Exchange, Assoc. Prof. Dr. Manyu Moravenov, who presented data from the “Women on Boards” initiative regarding the participation of women in the management bodies of listed companies. The statistics presented show that the number of women CEOs in public companies has increased by 10% over the past year.

Denitsa Velichkova noted that the financial sector is often an example of the strong presence of women both as professionals and as leaders; however, sustainable success is achieved when there is balance and partnership between women and men in decision-making processes and in building sustainable organizations.

The ceremony was also attended by Diana Yordanova, Diana Yordanova, Deputy Chair of the Financial Supervision Commission, Head of the Social Insurance Supervision Division..

Within the framework of the event, the special guest speaker was Krasimira Hadzhiivanova, founder of the platform “Maiko Mila” and the social enterprise “Ole Male”, who delivered a lecture titled “Social Entrepreneurship as a Form of Leadership.” She shared examples of how social enterprises create opportunities for financial independence and leadership for women in Bulgaria.

The ceremony concluded with the symbolic ringing of the stock exchange bell, marking the participants’ support for equal opportunities and for building a more open, fair, and sustainable business environment.
