Mr Boyko Atanasov – Chair of the Financial Supervision Commission

Boyko Atanasov

Boyko Atanasov was elected Chair of the Financial Supervision Commission by the 44th National Assembly of the Republic of Bulgaria on 15th of March 2019 with a mandate until 28th of July 2022.

Boyko Atanasov has more than 20 years of professional experience within the revenue administraion system in Bulgaria.

He graduated the Economic University of Sofia, with a background in Planning and Forecasting of Economic Systems. He was subsequently a tax inspector, then a head of unit at the General Tax Administration Unit at the Ministry of Finance. He held the positions of Deputy Territorial Tax Director and Deputy Director, as well as Director of Territorial Directorate Sofia at the National Revenue Agency (NRA). He became Deputy Executive Director at NRA in 2009. From 2013 until 2017 he was Executive Director of the National Revenue Agency. During this period Mr. Atanasov actively facilitated the process of improving the administrative services of the National Revenue Agency, he developed the Agency in the direction of integration of the e-government. Under his management the NRA became one of the leading revenue administrations in Europe. He managed to turn the NRA into an administration with over 80% of e-services and introduced the Personal Identification Code to make tax payments easier for the end user. During that period, the NRA achieved the strongest revenue collection performance with an annual increase of more than 11% in several consecutive years. One of the significant achievements during this period was also 80% voluntary fulfillment of the obligations in Bulgaria. As a result, the NRA has been identified by the Bulgarian Industrial Association as the administration with the highest rating of confidence in Bulgaria. During his leadership from a bureaucratic structure, the NRA has been transformed into an effective, business-oriented organisation.

From May to October 2017, Mr. Atanasov was a Deputy Minister at the Ministry of Finance in charge of the coordination of the activities of the Tax Policy Directorate.

On 11th of October 2017 he was elected by the National Assembly as Deputy Chair of the Financial Supervision Commission in charge of the Investment Activities Supervision Division.

Maria Filipova – Deputy Chair of the Financial Supervision Commission in charge of the Supervision of the Investment Activities Division

The vision of Ms. Maria Filipova for the Supervision of the Investment Activities Division is in the direction of developing the capital market by increasing its liquidity, providing the opportunity to finance new companies through it, accelerating the growth of the economy in the medium term and improving the image of Bulgaria on the international map of regulators in the non-banking financial sector, as well as the better positioning of Bulgaria on the “investment map of Europe”. The concept of Ms. Filipova has three main areas of development in relation to the above-mentioned cases and their importance for the capital market in Bulgaria, namely: regulatory activity and control, reduction of the administrative burden of the participants on the capital markets through measures for optimization of the processes and digitization of services, as well as international cooperation and exchange of good practices with the aim of international positioning of Bulgaria to attract new investors and work of teams on European programs for the development of capital markets in the EU.

Ms. Filipova has declared her willingness to work “actively and consistently for the continuous improvement of the regulatory and supervisory activity of FSC, responding to the challenges in the investment sector, in defense of the interests of the consumers of non-banking financial services. I hereby declare that the Financial Supervision Commission should continue to take active regulatory actions, to carry out effective risk-based supervision of the non-banking financial sector in order to ensure stable financial markets.”

Maria Filipova has a Master degree in “Law” of the University of National and World Economy in Sofia and also many postgraduate qualifications and specializations in the field of banking and finance.

Maria Filipova has more than 10 years of experience in the legal field, a precondition of having extensive knowledge and experience in analyzing, researching and undertaking activities on newly adopted regulations, optimizing existing laws and improving administrative procedures.

She has developed her professional expertise in various organizations such as the State Commission on Gambling, the Registry Agency, the Privatization and Post-Privatization Control Agency, and others. She has also worked at the Ministry of Justice where she was part of the team that prepared the draft of a new Penal Code. In the Legal Department of the Ministry of Finance, she participated in the preparation of opinions on legal issues in the field of public finances, drafting budgetary related acts. In the year before her appointment as a Deputy Chair of the Financial Supervision Commission, Supervision of the Investment Activities Division, Ms. Filipova is a Chair of the State Commission on Gambling, which carries out state supervision of gambling. During her work in this authority, Maria Filipova exercised control over the overall activity, managed, coordinated and controlled the performance of the functions of the administration.

Vladimir Savov – Deputy Chair in charge of the Insurance Supervision Division in the Financial Supervision Commission

On July 23, 2020, Vladimir Savov was elected by the National Assembly of the Republic of Bulgaria as a Deputy Chair of the FSC, heading the Insurance Supervision Division, for a 6-year term.

He was born on August 24, 1971 in the city of Varna. He holds a Master’s degree in International Economic Relations from the University of National and World Economy, followed by a Master’s degree in Business Administration from the London Business School.

In the period 1993-1998 he worked at UniCredit Bulbank as a Correspondent Relations with Foreign Countries Manager. In 1999, Vladimir Savov interns in the Central and Eastern Europe and Global Depository Receipts Departments at The Bank of New York, London, where he gained international experience in the banking sector. From 2000 to 2009, Vladimir Savov worked as a senior analyst at Brunswick UBS, and from 2003 to 2006 he was Deputy Director and subsequently Director at Uralsib Capital Bank, where he was responsible for the analysis of banking and consumer sector. In the period 2006-2009 he was Director of the Analysis Department at the investment bank Credit Suisse, and from 2009 to 2013 he was Managing Director, Head of the Analytical Department at Otkritie Financial Corporation.

On January 24, 2014, Vladimir Savov was elected by the National Assembly of the Republic of Bulgaria for a 6-year term as a Member of the FSC board, supporting the policy of analysis and risk assessment of financial markets, improving supervisory practices and protecting the interests of investors, insured and the socially insured persons. During this period, he consecutively performed the duties of the Deputy Chair in charge of the Investment Supervision Department and he performs the duties of the Deputy Chair in charge of the Insurance Supervision Department. During his work in the FSC, Mr. Savov focused his efforts on consistency of processes, responsibility and efficiency to achieve sustainable results over time, based on transparency and legality.

From February to July 2020 Mr. Vladimir Savov has held the position of Director of the Regulatory Policy and Strategy Department of the Independent Financial Regulator of the International Financial Center Astana, Kazakhstan. During his work there he introduced good practices and models of regulation and supervision, procedures for reviewing signals and complaints, optimised the prudential requirements for investment intermediaries.

In his professional career so far he has collected extensive experience in the field of financial analysis and strategies, investments, capital markets, banking and international finance.

He speaks English and Russian.

Diana Yordanova – Deputy Chair in charge of the Social Insurance Supervision Division

Mrs. Diana Yordanova was elected Deputy Chair of the Financial Supervision Commission by the 44th National Assembly of the Republic of Bulgaria on October 11th, 2017 for a 6-years mandate.

She holds a Master’s degree in Mathematics and Accounting and Control.

Between 2004 and 2011 she was managing her own private company.

From 2007 to 2011 she was a chairman of the Permanent Budget and Finance Committee of the Burgas Municipality.

From 2011 to 2017 she was a member of Parliament from the parliamentay group of Political Party GERB. In the 44th National Assembly she served as Deputy Chair of the Budget and Finance Committee, Chair of the Public Sector Accountability Subcommittee to the Budget and Finance Committee, and a member of the Religious Denominations and Human Rights Committee.

Mrs. Yordanova is fluent in English.

Petar Dzhelepov – Member of the FSC, supporting the policy of analysis and assessment of risks in the financial markets, improvement of supervisory practice and protection of the interests of investors, insured and socially insured persons

On July 23, 2020 Petar Dzhelepov was elected by the National Assembly of the Republic of Bulgaria as a Member of the FSC board for a 6-year term, supporting the policy of analysis and assessment of risks in the financial markets, improvement of supervisory practice and protection of the interests of investors, insured and socially insured persons.

Mr. Dzhelepov’s economic education is in Accounting and Control, and his Master’s degree is in Business Administration, which he obtained at the University of National and World Economy.

Mr. Dzhelepov’s professional career started in 2005 in the field of card activity and control of bank card transactions, in service of individual users at International Asset Bank. Subsequently, his expertise was enriched by the sales management process in Raiffeisenbank, with an emphasis on negotiating, attracting and expanding the bank’s customer base in the private banking sector. He also participates in the development of products and services for business clients as a regional manager of “Small Enterprises” in Cibank EAD.

In 2010 Petar Dzhelepov headed the activity of United Bulgarian Bank as a regional manager. For a period of six years he has consistently managed various regional centers of the bank, both in the city of Sofia and in the country, responsible for the implementation of business strategy and policies in the field of “Small and Medium Enterprises”, “Retail Banking”, and also manages the negotiations with corporate clients.

In 2018 he held a managerial position in Municipal Bank AD as an executive director and a member of the Management Board of the bank.

Mr. Petar Dzhelepov has excellent knowledge in the financial field.

Petar Dzhelepov’s professional experience is over 15 years, and for ten of them he managed large teams of 150 people. In the management of people and processes, his focus is on the implementation of business strategies and segmentation policy, monitoring and control of the achieved results, planning of strategic goals and development of activities to protect consumers of financial services.
