Vasil Golemanski – Chair of the Financial Supervision Commission

Mr. Vasil Golemanski is the Chair of the Financial Supervision Commission, elected by the National Assembly for a six-year term. He has served as the Executive Director of the Central Depository since 2012. His professional career includes key positions at the Bulgarian Stock Exchange.

Mr. Golemanski graduated from the Technical University – Plovdiv branch in 1991 with a degree in Electronics and Automation Engineering. In 2020, he earned a master’s degree in International Business from Southwestern University “Neofit Rilski” in Blagoevgrad.

Among Mr. Golemanski’s priorities are transparency, active dialogue with supervised entities, digitalization, strict supervision of the capital, insurance, and pension markets, as well as, last but not least, a smooth transition to the Eurozone and cybersecurity.

Denitsa Velichkova – Deputy Chair of the FSC, Head of the Investment Supervision Division

Elected by the National Assembly of the Republic of Bulgaria on May 15th, 2025.

Ms. Denitsa Velichkova holds a Master’s degree in Law from Sofia University “St. Kliment Ohridski” and a Master’s degree in “Finance” from the University “St. Cyril and Methodius” of Veliko Tarnovo “. Ms. Velichkova is developing her professional expertise in the field of banking and public finance.

Her professional career includes leading positions at the Financial Supervision Commission, the Ministry of Finance, the Bulgarian Development Bank, as well as consulting on European projects and international initiatives in the aviation industry.

With over 25 years of experience in the legal and financial fields, Ms. Velichkova possesses expertise in the areas of regulatory analysis, regulatory framework, and optimization of administrative processes. As Secretary General of the FSC for the past six years, Mrs. Velichkova is responsible for overall strategic, operational, administrative and financial management, including the coordination and optimization of key processes.

In her new role, Ms. Velichkova will work to harmonize regulations with European requirements in the context of joining the Eurozone, prioritizing digitalization, reducing administrative and regulatory burden, developing innovative forms of financing, and introducing ESG (environmental, social, and governance factors) principles and building a stronger financial culture. The main focus remains building a sustainable investment culture and establishing Bulgaria as a good place for investments.

Plamen Danailov – Deputy Chair of the FSC, Head of the Insurance Supervision Division

Elected by the National Assembly of the Republic of Bulgaria on May 15th, 2025.

Mr. Plamen Danailov is a financier with a higher economic education from the University of National and World Economy.

Mr. Danailov has over 22 years of experience, most of which was in management positions in the state and municipal administration. He has developed his professional expertise in various organizations, having held the position of Deputy Minister of Energy and municipal councilor in the city of Sofia, as well as Deputy Chair of the Standing Committee on Budget and Finance at the Sofia City Council. He has participated as a member in the Commission on Economy, Property and Digital Transformation and has been an advisor to the Minister of Culture. In the 45th and 46th National Assembly, he was a Member of Parliament and a member of the Committee on Budget and Finance. He chaired the Supervisory Board of the Chamber of Independent Appraisers.

Mr. Danailov has held key positions in large international companies in the fields of manufacturing, pharmaceutical industry, marketing, and public relations.

A proven professional and expert in the field of economics and finance, he declares his commitment to the development of the insurance sector through the implementation of modern regulatory solutions. His vision includes a stable regulatory framework, effective supervision, and stimulation of innovation, with a priority on building a competitive, sustainable, and public interest-oriented insurance market.

His strategy for the development of the insurance sector will be based on the modernization of legislation through the transposition of the European directives and ensuring regulatory predictability; promoting digitalization and alleviating administrative burden; expanding market coverage with a focus on voluntary health insurance, cyber risks, climate events, and pension planning; strengthening supervisory resilience with tools to deal with crisis situations and putting the consumer at the center of regulation through increasing financial literacy, transparency, and adaptation to new requirements such as ESG (environmental, social, and governance factors) and the Digital Operational Resilience Act (DORA) in the financial services sector.

Diana Yordanova – Deputy Chair of the FSC, head of the Social Insurance Supervision Division

Elected by the National Assembly of the Republic of Bulgaria on May 15th, 2025.

Ms. Diana Yordanova holds a Master’s degree in “University Mathematics” from Plovdiv University “Paisii Hilendarski” and a Master’s degree in “Accounting and Control” from Veliko Tarnovo University “St. Cyril and Methodius”.

Ms. Yordanova has rich experience in the private sector as an entrepreneur and Chair of the Standing Committee on Budget and Finance at the Burgas Municipal Council. She was elected as a Member of the Parliament in four consecutive National Assemblies, from the 41st to the 44th, between 2009 and 2017. During her parliamentary activities, she was Vice-Chair of the Committee on Budget and Finance, Chair of the Subcommittee on Control and Accountability of the Public Sector, and a member of the Committee on Energy. In these roles, she actively participated in the drafting and adoption of number of key laws in the field of public finance and pension insurance.

With more than eight years of experience in the Financial Supervision Commission, as Deputy Chair leading the Social Insurance Supervision Department, Ms. Yordanova has established her expertise in the field of supplementary pension insurance. She has extensive experience in implementing supervisory policies aimed at protecting the interests of insured individuals and the sustainable development of the sector.

As Deputy Chair of the Financial Supervision Commission, Ms. Yordanova’s strategy includes the implementation of a predictable and consistent regulatory policy, aimed at stability and development of the pension system. Among her main priorities are active dialogue with stakeholders, increasing financial literacy, strengthening public trust, and promoting long-term security through transparent and responsible management of social insurance funds.

Peter Dzhelepov – Member of the FSC, supporting the policy for analysis and assessment of risks in the financial markets, improvement of the supervisory practice and protection of the interests of investors, insured, and socially insured persons

Не was elected by the National Assembly of the Republic of Bulgaria on July 23,2020 for a term of 6-years.

Mr. Petar Dzhelepov has a degree in economics with a major in Accounting and Control, as well as a Master’s degree in Business Administration, both from the University of National and World Economy.

Mr. Dzhelepov has excellent knowledge in the financial field, with over 20 years of professional experience, 10 of which he has managed large teams of 150 people. His professional career started in 2005 in the field of card activity and control of bank card transactions, in service of individual users at International Asset Bank. Subsequently, his expertise was enriched by the sales management process at Raiffeisenbank, with an emphasis on negotiating, attracting and expanding the bank’s customer base in the private banking sector. He also participates in the development of products and services for business clients as a regional manager for “Small Enterprises” in Cibank EAD.

In 2010, Mr. Dzhelepov headed the activity of United Bulgarian Bank as a regional manager. For a period of six years he has consistently managed various regional centers of the bank, both in the city of Sofia and in the country. He was responsible for the implementation of business strategy and policies in the field of “Small and Medium Enterprises”, “Retail Banking”, and also manages the negotiations with corporate clients. In 2018 he held a managerial position in Municipal Bank AD as an executive director and a member of the Management Board of the bank.

As a member of the Financial Supervision Commission, Mr. Dzhelepov focuses his efforts on strategic planning, monitoring of results, development of policies and initiatives aiming to protect consumers of financial services and market stability.
